Broken Arrow – Armed Forces Reserve Center (AFRC)

Oklahoma Military Department (OMD) largest Design-Build project in Oklahoma. Allied Engineering Group provided the MEP for CJC Architects as the Architect/Engineer-1 (AE-1) team representing the Owner (OMD). The concepts for the delivery process are embedded in the DBIA “Best Practices: Qualifications then Cost”; a concept where a Basis-of-Design manual authored by AE-1 team describing the minimum circulation, square-footage, products, means and methods the winning bidding constructor would adhere. A definitive construction schedule, budget and stipend is set by the Owner, defined without CHANGE ORDERS and Request for Proposal (RFP) to the open market competition sent to qualified design-build constructors.

The constructor is required to assemble their own AE-2 team that would adopt this manual and propose a design for the listed budget, no change orders, no exceptions! Each constructor submitted a design, meeting the criteria for circulation, space, site placement, etc. In addition, a “Betterment” spreadsheet was submitted listing the alternate materials that would propose to provide a better product, means or methods of constructability with costs that would impact the overall budget up or down. Ultimately the budget must be maintained as listed in the RFP.

Allied Engineering Group experienced the actual selection process the Oklahoma Department of Commerce and the Oklahoma Military Department goes through in a week long analysis of all the submitted proposals, scoring them along side the Air Force, Army, Navy and Marines representatives. Participating in the evaluation of each of the five short-listed constructors is a valuable in-sight few architects and engineers get to experience. The outcomes of the two different projects delivered using the DBIA method amazed our team during the entire selection, analysis, over-the-shoulder reviews and the final Construction Administration services our team provided.
